Consultation Update

Summer 2006

The Government and other agencies are currently consulting on a range of issues of importance to sport and recreation - and CCPR needs your views to ensure that its responses fully reflect the needs of sport and recreation.

We would be grateful if you, or a relevant colleague, would consider the issues below and send your views to the relevant member of CCPR staff.

National Minimum Wage

The Government has asked the Low Pay Commission to prepare a further report on the National Minimum Wage (NMW) and to report by the end of February 2007. CCPR has been invited to provide oral and written evidence to the Commission. This issue affects all National Governing Bodies and clubs, and in particular those whose coaches/officials offer a mixture of paid and unpaid hours and receive expenses. This represents an excellent opportunity to ensure the views of sport are heard and CCPR would welcome members’ perspectives on the operation of NMW.  Please send feedback on the operation of NMW to Ben Andersen-Tuffnell: bat@ccpr.org.uk by 18 August 2006.

Child Protection in Sport Unit consultation on portability of disclosures

The CPSU is consulting on the extent to which sport and recreation organisations are willing to support the portability of Criminal Record Bureau disclosures. The consultation outlines the risks and benefits associated with this.  For further information follow this link http://www.ccpr.org.uk/dyncat.cfm?catid=14386 and select the appropriate consultation. The deadline for responses is 8 September 2006. To ensure your views are considered in CCPR’s response please contact Tony Gardner tgardner@ccpr.org.uk by 25 August 2006.

Integrated Coastal Zone Management (ICZM) in England

The Department for Environment, Food and Rural Affairs is exploring options to improve access to the English coast, primarily on foot. The ICZM initiative is likely to have an impact on a range of outdoor and coastal recreational activities.

The full consultation document is available at: http://www.defra.gov.uk/corporate/consult/iczm-strategy/index.htm. The deadline for response is 8 September. To ensure your views are considered in CCPR’s response please forward these to Charlotte Edward cedward@ccpr.org.uk by 28 August.

Smoke-free Premises

The Government is consulting on the implementation of  the smoking ban in England.  The CCPR would particularly welcome your views on:

a)       whether the proposals clearly include stadia/grandstands;

b)       the proposals regarding signage and enforcement – which will impact on sports clubs

The consultation period is until 9 October 2006 and the full consultation document can be found at www.dh.gov.uk/consultations/liveconsultations. To view a summary of the regulations and their implications for sport and recreation follow this link http://www.ccpr.org.uk/dyncat.cfm?catid=14386 and select the appropriate consultation. To ensure your views are considered in CCPR’s response please forward these to Judith Wood (jwood@ccpr.org.uk) by 4 September 2006.

Outdoors for All – Draft Diversity Plan

This consultation seeks views on a draft action plan that aims, over a 10 year period, to increase the number of people from under-represented groups making use of the outdoor recreational opportunities that exist in both rural and urban settings. A recent review showed that when people from such groups experienced outdoor and green space activities, they were keen to return. The draft plan proposes new ways of working, both with the organisations providing outdoor recreation opportunities, and with the under-represented groups, so that the objective of increasing participation can be achieved.

The full consultation document is available at: http://www.defra.gov.uk/corporate/consult/outdoorsdiversity/index.htm. The deadline for response is 30 September. To ensure your views are considered in CCPR’s response please forward these to Charlotte Edward cedward@ccpr.org.uk by 15 September.

Culture Media and Sport Select Committee Inquiry into London 2012 Olympic and Paralympic Games

The Culture, Media and Sport Committee is taking further evidence in the autumn as part of its long-term inquiry into preparations for the London 2012 Olympic and Paralympic Games, and will consider:

·         The costs of staging the Games and the methods by which the Games are being funded;

·         Ways of maximising the value of the Olympic legacy both within London and across the UK;

·         How the nations and regions of the UK might derive lasting benefit from the staging of the Games, in particular through encouraging participation in sport and increasing tourism.

The Committee is inviting written submissions from any interested organisation or individual by Thursday 5th October. To ensure your views are considered in CCPR’s response please forward these to Andrew Hanson ahanson@ccpr.org.uk by Friday 15 September 2006.

Thank you for your help in keeping sport and recreation on the Government’s agenda.
